Penalties and Infractions Guidelines

Penalties and Fines for Misconduct within the PWSC membership (Includes all children and adults within Intramurals, Intertown and Travel). 

The specified penalties are minimum penalties, and may be increased at the discretion of the Intramural Committee or the Travel Committee or the Competition Committee for infractions considered very serious.  Additional penalties may be instituted at the discretion of the Executive Board.

a.         Penalties for Violent Conduct 

Fighting with amongst anyone within the PWSC general membership, colleague or spectator (engaging in extended combat by means of the mutual exchange of blows delivered by hand, head, foot, or other portion of the body).

                       Under 14                       14 and Over

1st Offense        2 games                       4 games

2nd Offense       4 games min.                8 games

 

Travel, Intertown, Intramurals and Scrimmages: Fighting with a referee or assistant referee,  (engaging in extended combat by means of the mutual exchange of blows delivered by hand, head, foot, or other portion of the body), is considered an assault upon the official and will be administered by the Executive Board.

Kicking or striking, or attempting to kick or strike, at anyone within the PWSC general membership, colleagues or spectators.

                        Under 14                       14 and Over

1st Offense        1 game                         2 games

2nd Offense       4 games min.                8 games min.

Travel, Intertown, Intramurals and Scrimmages: Kicking or striking, or attempting to kick or strike, a referee or an assistant referee is considered an assault upon the official and will be administered by the Executive Board.

Throwing object (soccer ball, snow or ice ball, stone, rock, dirt, mud, sand, etc.) at anyone within the PWSC general membership, colleagues or spectators.

Travel, Intertown, Intramurals and Scrimmages: Throwing object (soccer ball, snow or ice ball, stone, rock, dirt, mud, sand, etc.) at a referee or assistant referee is considered an assault upon the official and will be administered by the Executive Board.

Spitting at or on anyone within the PWSC general membership, colleague, or spectator.

                        Under 14                       14 and Over

Travel, Intertown, Intramurals and Scrimmages: Spitting at or on a referee or assistant referee is considered an assault upon the official and will be administered by the Executive Board.

Verbal or written threat of bodily harm or property damage directed at anyone within the PWSC general membership, colleague, or spectator.

Travel, Intertown, Intramurals and Scrimmages: Verbal or written threat of bodily harm or property damage directed at a referee or assistant referee is considered an assault upon the official and will be administered by the Executive Board.

Gesturing, signaling or writing obscenely at anyone within the PWSC general membership, colleague, or spectator.

b.          Penalties For Serious Foul Play  (Travel, Intertown, Intramurals and Scrimmages)

Serious Foul Play is play characterized by fouls (as defined by Law XII of the Laws of the Game) of an aggravated nature and committed with such fervor as to threaten an opponent with serious physical harm.

c.         Penalties for Abusive Language (Verbal or Written)

Directed at anyone within the PWSC general membership, colleague, or spectator.

Directed at a Referee or Assistant Referee; Travel, Intertown, Intramurals and Scrimmages (Verbal or Written)

d.         Persistent Misconduct or Dissent directed at anyone within the PWSC general membership, colleague, or spectator.

Dissent after having received a caution directed at anyone within the PWSC general membership, colleague, or spectator.

                        Under 14                       14 and Over

1st Offense        1 game                         1 game

2nd Offense       2 games min.                2 games min.

 

Accumulation of Cautions.  Anyone who, in a given seasonal year, accumulates three individual cautions shall be suspended for one game – under 14 or 2 games –14 and Over, namely the next scheduled game or games. 

The second accumulation of three individual cautions within the same seasonal year shall result in an additional suspension equivalent to 2 games –under 14 or 4 games-14 and Over.

Further misconduct on the part of the individual during the same seasonal year shall be sufficient cause for the Executive Board to consider additional penalties of increased severity.

Any punishment not served in the present season will be carried over to the following season.

Fines For Misconduct: In addition to any penalty set forth (as above), the following fines will also be levied against any individual as specified below or as determined by the Executive Board.

Any adult individual is subject to the below fines during the seasonal year with reference to the above offenses:

Second Offense            One Hundred Dollars ($100)

Third Offense                One Hundred Fifty Dollars ($150)

Bad Scenes.  For what are known as “bad scenes” by players, team officials, a Travel Coach, Intertown Coach or Intramural Grade Commissioner will be fined beginning at One Hundred Dollars ($100) and increasing in increments of One Hundred Dollars ($100).  These fines are not be levied in the instance of individual players being carded in the usual scene understood to occur during a soccer game, but gather for such incidents as team fights; assaulting a referee in any manner; or physically attacking players or team officials.  These fines may be simultaneously administered with fines for team personnel.

For conduct by team supporters or spectators, beginning with Fifty Dollars ($50) and increasing in increments of Fifty Dollars ($50), a Travel Coach, Intertown Coach or Intramural Grade Commissioner may be fined for inadequate protection afforded to referee, assistant referee, or an opposing team member before, during, or after a game, resulting from behavior of team supporters or spectators.

Repeated negative behavior after a fine is administered may result in the suspension of a player, and/or team personnel, and/or the entire team.

Fines for Negligence:

Late submission of team registration forms to the PWSC Registrar.

Playing on a field designated as closed and/or off-limits by the PWSC.

Playing on a field without PWSC permits.

Not breaking down and returning PWSC goals and/or PWSC equipment as designated in the weekly Travel and/or Intertown game schedule.

Not breaking down and returning PWSC goals and/or PWSC equipment after use in a practice session. 

Being identified as the PWSC Travel Coach, Intertown Coach or Intramural Grade Commissioner leaving a field or indoor gym after use, in a state of disrepair, including excessive garbage.

First Offense                 Fifty Dollars ($50)

Second Offense            One Hundred Dollars ($100)

Third Offense                One Hundred Fifty Dollars ($150)

 

 

PWSC Penalty Appeal Process

 

I) Appeal Request:

The decisions of the PWSC Committees are final, however, all decisions may be appealed to the PWSC Executive Board.  A request for an Appeal must be presented in writing to the President of the PWSC within 7 days of the PWSC Committee’s decision. This written request from the Appealing Party(s), must document their understanding of the series of events (or lack thereof) leading to this decision by the PWSC Committee and why the decision rendered should be reconsidered.  The Appealing Party(s) should present any and all written documentation** in support of this request for an appeal at this time. The PWSC Executive Board reserves the right to accept or deny the request for an Appeal.  The decisions of the PWSC Executive Board are final. 

II) Appeal Committee Process:

A) The PWSC Executive Board* will request, but are not limited to, the following written documents** for review:

1)       Written documentation from the PWSC Committee of the issue(s) and timeframes surrounding the decision that is being appealed.

2)       Written documentation from the PWSC Committee describing the series of events and the decision making process with regard to the current appeal.

3)       Any and all written documentation/information used by the PWSC Committee in their decision making process.

B) The PWSC Executive Board* will, using only the written documentation** provided:

1)       Compare the two sets of (opposing) documentation and compare the series of events against the “PWSC Infractions Guidelines”.

2)       Based solely on all of the written documentation provided as compared to the “PWSC Infractions Guidelines", provide a written judgment documenting a decision on the appeal and penalties (if any) to be rendered.

All information gathered will be required to have an associated timeframe.  Since this is an appeal of an already rendered decision, only information that was available during the timeframe set in (II.A.1) will be admissible.

*NOTE - Any member of the PWSC involved in the PWSC Committee’s decision being appealed may not be involved in this Appeal Process.  The PWSC Executive Board reserves the right to seek specialized Counsel and/or add Board Directors for the Appeal Process, should they feel the need is appropriate.

**NOTE - The PWSC Executive Board reserves the right to seek verbal testimony/information from any and all parties involved, when it deems the submitted written documentation does not provide the appropriate level of detail in order to render a fair decision.
